a typical political speech. The former Sheriff came armed with five major legislative proposals and a clear message: Nevada's getting stuff done, but there's plenty more work ahead.

Thanks for reading UpdateNevada! Democrats shifted uncomfortably in their seats during discussions of education reform, and you could practically hear the collective gasp when Lombardo declared his "no new taxes" stance. But it was his direct challenge to potential opposition that really set the tone. "Before some of you say no, work with me" he stated, with all the directness you'd expect from a former law enforcement officer.

A Housing Crisis Meets Federal Gridlock

At the heart of Lombardo's agenda is the Nevada Housing Attainability Act, a bold attempt to address our state's housing crisis. The proposal includes a billion-dollar investment in new attainable housing units, but here's the twist - it's not through heavy-handed government mandates. Instead, Lombardo's taking aim at what he sees as the root cause: federal land control.

With over 80% of Nevada under federal control, we're quite literally running out of places to build. The Governor's been personally pushing Trump to release more federal land, while simultaneously working to streamline permits and cut fees at the state level. It's an approach that prioritizes actual construction over California-style price controls - imagine that.

Healthcare Gets a Makeover

Perhaps the most dramatic structural change comes in the form of the Nevada Healthcare Access Act. Lombardo's creating an entirely new Nevada Health Authority, consolidating Medicaid, the Health Exchange, Employee Benefits, and Mental Health Funding under one roof. He's tapped Stacie Weeks to lead this new agency, someone known for actually getting things done in state government.

The timing couldn't be more crucial. Nevada has some of the lowest provider-to-patient ratios in the nation, and if you've ever waited weeks for insurance to approve a procedure, you'll appreciate the requirement for all health insurance plans to adopt standardized digital prior authorization plans by 2028.

What's clever about this approach is how it applies business principles to government operations. Instead of throwing more money at the problem, Lombardo's using the state's purchasing power to negotiate better deals for everyone from Medicaid recipients to state employees. The addition of a dedicated Office of Mental Health and focus on expanding care in rural areas suggests an understanding that sometimes, the most fiscally conservative thing you can do is invest in preventive care.

Education: No More Excuses

Fresh off delivering the largest education investment in Nevada's history last session, Lombardo's made it clear: the "we need more money" excuse is dead. His Nevada Accountability in Education Act introduces strict accountability measures, expands open enrollment, and creates an Excellence in Education Fund to reward high-performing teachers.

The message is clear - put up or shut up. Nevada's been bouncing around the bottom of national education rankings for far too long, and Lombardo's not interested in forming another committee to study the problem. For schools that consistently underperform, he's promising "decisive action" - and coming from a former Sheriff, that's not just tough talk.

Law and Order: When California Outflanks Nevada

Speaking of law enforcement, Lombardo's Safe Streets and Neighborhoods Act takes direct aim at repeat offenders and drug trafficking. But here's the kicker - he pointed out that California, of all places, now has tougher penalties for certain crimes than Nevada. When the Golden State is outflanking you on law and order, you know something's gone wrong.

The Act reduces felony theft thresholds, implements enhanced penalties for repeat offenders, and takes particular aim at protecting children and the elderly. In a state where tourism drives our economy, safe streets aren't just about quality of life - they're about economic survival.

Economic Development: Growing What We've Got

Rounding out his major proposals, the Economic Development Policy Reform Act takes a refreshingly practical approach. Instead of the usual game of throwing tax incentives at out-of-state corporations, Lombardo's focusing on strengthening businesses already invested in Nevada. With unemployment at 5.7% despite record employment numbers, the focus is on creating sustainable, high-quality jobs and supporting working families through strategic initiatives like childcare facility credits.

The Road Ahead

Lombardo's vision is ambitious - maybe too ambitious for a 120-day legislative session. While the state's sitting on a record $1.3 billion Rainy Day Fund and he's holding the line on new spending, some of these programs, particularly the billion-dollar housing initiative, will need significant funding. The question remains: how do we pay for it all while maintaining fiscal discipline?

Moreover, while his direct approach to federal land control and bureaucratic inefficiency is admirable, changing federal policy isn't something a governor can do alone, even with Trump's support. However, what stands out is Lombardo's practical approach to governance. He's not just saying no to government - he's trying to make it work better.

Whether you agree with all his proposals or not, it's hard to argue with his core message: do better, not just more. As we head into the legislative session, all eyes will be on how these ambitious proposals fare in the political arena. One thing's certain - it won't be boring.

For UpdateNevada, I'm Brandon Davis. Stay tuned as we track these proposals through the upcoming legislative session.

Thanks for reading UpdateNevada! In a major victory for individual liberty and property rights, a Washoe County Judge ruled that Nevada law enforcement cannot use a federal program to bypass state laws that protect property owners. This all stemming from a case involving a veteran whose life savings was seized from him on the side of a highway in Reno in 2021.

WHY IT MATTERS:

Previously, existing law allowed officers to seize property under state law and process it federally—while still receiving an up-to-80% kickback from the proceeds. This ruling makes sure law enforcement cannot use federal programs to dodge state law protections. In short, this protects Nevada citizens from egregious law enforcement and government overreach.

MY OPINION:

I’ve followed Stephen Lara’s case from the beginning, seeing immediately how erroneous his situation was. A marine, traveling down a Nevada highway, who was pulled over, and when asked if he had any cash in his car, answered honestly. In doing so, Nevada Highway Patrol seized his $87,000 life savings, and left him on the side of the road without enough money to even afford gas to drive home. It is absolutely atrocious for our county, local, state and federal governments to be colluding with each other on taking assets from the very people that they're supposed to be serving. This ruling is a win, and I believe we need to end civil asset forfeiture full stop.

Lieutenant Governor’s Task Force Tackles Fairness in Women’s Sports

Lieutenant Governor Stavros Anthony recently formed the Lieutenant Governor's Task Force to Protect Women's Sports. The Task Force will collaborate with athletes, coaches, educators, and policymakers to promote policies that prioritize fairness, protect women's safe spaces, uphold opportunities for women, and preserve the integrity of competition.

WHY IT MATTERS:

The task force is comprised of State Legislators, County Commissioners, City Council Members, School District Trustees, college and high school athletes, and other citizens across Nevada. The U.S. House recently passed H.R. 28, the Protection of Women and Girls in Sports Act of 2025, which would require any school that receives federal funding to fully comply with Title IX and not permit biological males to compete in sports programs or activities designated for women or girls. About 70% of Americans say transgender athletes should only be allowed to compete on sports teams that conform with their birth gender. This is a topic that matters, and state governments are making moves to deal with the issue.

MY OPINION:

Across Nevada I've seen this issue get labeled as a non-issue by the left. I've seen media publications produce content calling this issue an outlier, and even putting quotes around terms like "protect women in sports" like it's some sort of fallacy. It's not an outlier if the University of Nevada Reno women's volleyball team had to forfeit games to protect themselves. This is an issue that hits home and should be discussed.

Like, imagine being so partisan and deeply committed to an ideology that you have to call into question protecting our girls and women. Fairness in sports should be important, and talked about.

That being said, I do see this task force being more performative in the short term unfortunately. Section 24 of the Nevada State Constitution was amended in 2022 to include "gender identity or expression", which will make it very tough for any state legislation or mandates to pass muster in court. We'll see how it all plays out, but I am thankful there's at least a conversation being had both locally and nationally.

Push for Transparency in AI-Generated Campaign Ads

Nevada Secretary of State Cisco Aguilar will propose a bill in the upcoming Legislative session that would require political campaigns to disclose when they use artificial intelligence in ads.

WHY IT MATTERS:

AI is a hot topic these days, and politicians are absolutely using AI tools in their campaigns. There’ve been many examples both nationally and here in Nevada. Congressional District 4 candidates in Nevada’s 2024 Republican primary, John Lee and David Flippo, are still in a heated court battle over whether AI was used in a hit piece on Lee. However, this is more of an outlier than the norm, as election experts can tell you that AI had less of an impact on this past election than everyone anticipated.

MY OPINION:

My question is, why Cisco’s bill would require that a copy of any ads containing the disclaimer be filed with his office. I don’t think notifying the public when something is created by AI is a big deal, but the state collecting data and tracking campaigns in this manner is a red flag for me. I think Cisco should focus more on cleaning up those voter roles and getting election results out faster.

Dems Back GOP Immigration Bill in Surprising Bipartisan Move

All three of Nevada’s US House Democrats voted to pass the Laken Riley Act, an immigration bill crafted by US House Republicans. The legislation would require local law enforcement to detain undocumented immigrants arrested for nonviolent offenses, regardless of whether they’ve been convicted.

WHY IT MATTERS:

This bill would grant broad enforcement powers to Nevada, enhancing public safety by ensuring undocumented immigrants arrested for nonviolent offenses remain in custody. Having all 3 Democrat representatives from Nevada sign on, and our two US Senators signaling they will vote for it, shows a big shift for our state and Democrats writ large.

MY OPINION:

The American people set a mandate in November 2024, proving immigration and the border are top issues for them, and our Democrat delegation sees that. It's sad that it came to a young woman being murdered for Democrats in Congress to step up and pass immigration legislation through the House, but can it make it out of the Senate?

Sam Brown Tapped for Key Veterans Affairs Role in D.C.

Former Republican US Senate candidate Sam Brown will likely head to Washington, D.C., after being nominated to serve as the undersecretary of memorial affairs for the Veterans Department.

WHY IT MATTERS:

Sam Brown’s likely appointment as undersecretary of memorial affairs ties Nevada voters directly to Washington’s corridors of power. A staunch Trump ally and advocate for veterans, Brown’s presence in the Veterans Department reflects the priorities of Nevada’s pro-Trump voters in the 2024 election. For a state where veteran issues are critical, his leadership could ensure Nevada’s veterans and their families have a louder voice in federal policies, resonating with the electorate’s choice for a Trump-aligned agenda.

MY OPINION:

Sam Brown is a decorated vet himself, so he knows what sacrifice looks like. For Trump’s Nevada base, this is a win; it’s like seeing your guy make the big leagues. But let’s not just cheer from the sidelines. Brown’s role isn’t just ceremonial—it’s about delivering for vets nationwide. If he doesn’t, trust me, Nevada voters will remember who they sent to bat for them.

That’s our top stories for today, thank you for reading and following UpdateNevada.

Silver State Rundown for January 13, 2025

Our host Brandon Davis breaks down the biggest news headlines in Nevada.

Update Nevada
